          Not really, but it is another nail in the coffin. Trump had already been applying pressure and the Mexicans had been making some modest efforts.

          In that sense, yes, the Mexicans are helping to pay for the wall, real or virtual.

                                    Whether or not Donald Trump has drained the swamp has nothing to do with Joe Biden.

                                      My "interpretation" is that people talk about it as if it means getting rid of long time political people in Washington DC.

                                      Is this correct or is there another meaning?

                                        Under Trump, the Federal workforce has only risen a little over 0.2%, one of the slowest increases in many years. Some departments have less people now, than when he took office. Foggy Bottom has lost over 2000 employees. The VA has had multiple changes. Education has lost employees. Most of the employee gains have been in the SBA.

                                        Some of the record is mixed. Part of the reason the Russian Hoax gained the traction it did, was because Trump didn't replace some people as fast as he could have. Also, as many have learned before him, sometimes you need bureaucrats to deal with bureaucrats.

                                        Now, please defend anything Biden has ever done to help drain the swamp.

                                          It's supposed to mean 'root out corruption'. It seems to have been corrupted to mean 'reduce the number of people in government', which isn't really the intent.

                                          Apparently, Mussolini also used the phrase, so it's not unique to recent times.
