Odd that the piece doesn’t say what his reasoning is or what evidence there is for or against his reasoning.

This isn’t anything new. There are plenty of studies and ad @Mik pointed out, is the standard in most western countries. Aside from that, weighing the risks vs the benefits, there are no real benefits. If the risks are small, they still outweigh the benefits.

Good. As a native-born Briton I don't hold with brightly coloured food. Food should be brown or grey. Unless of course it's mushy peas, which should ideally appear to be radioactive.

To me, it’s not just the food. They put blue dye in freaking clear hand soap to make it look extra sparkly….

The Reuters article actually has a little bit more information…
the laboratory was already set to be decommissioned before the staff cuts and though proficiency testing would be paused during the transition to a new laboratory, dairy product testing will continue.

So in other words. The milk is still being safety tested for pathogens, and the regulatory lab that acts as an oversight committee and makes sure the other labs processes are consistent is shutting down while moving to a new location. It’s hardly the scenario being painted by the Twitter feed and the replies
