We rate this claim TRUE because it is supported by our research. There is no indication that the Obama administration took significant steps to replenish the supply of N95 masks in the Strategic National Stockpile after it was depleted from repeated crises. Calls for action came from experts at the time concerned for the country’s ability to respond to future serious pandemics. Such recommendations were, for whatever reason, not heeded.
The article also points out that the Trump administration didn't do anything either.

No matter what, the naysayers will say that it wasn’t that bad.
No matter what, the doom sayers will say “See? It was horrible and was almost much worse.”
And both will have good arguments to support their case.

Of course entry into the pandemic Hall-of-Fame is controlled by the total death count.
But this one is special, because of the reaction and the widespread attempt to manage it.
I don't think the effect of that reaction will be fully realized during our lifetimes.
