Through a series of unusual circumstances, a girl was born, to biological American parents, in an American hospital, without a proper birth certificate and not issued a social security number. To the extend that the girl has a restricted, "for government use only" birth certificate, it bears a computer generated, nonsensical name, "Unakite Thirteen Hotel."
The father has been struggling to get it fixed.
Without them [a proper birth certificate and social security number], Mr. Kilburn is struggling to get his daughter health insurance, child care and other necessary services. It is as though [the girl] does not exist.
