Partially. OTOH, border crossings are down to three digits and I think one day in the last week were down to two digits. Compared to the Biden numbers, that is stellar. Absolutely stellar. So the Administration is bragging a bit. They've got something to brag about.
It's a messaging campaign. The message being hammered home, time and time again, is that unless you do it the right way, you're going back to where you came from. And the message is also directed at those sanctuary cities that would try to impede ICE from doing their job.

Let’s see how much of the media buy is on Fox News vs telemundo.

That was her announcement. I suspect there will be plenty of ads in Spanish and targeted on the effective broadcasters.

Why does this information need a "multi million dollar ad campaign"?
If you have not heard about this already, then you are living on another planet.
Seems like a clear sign of government waste. LOL

President Donald Trump is rewarding his supporters by giving out around $50 worth of his memecoin.
People who purchased merchandise on Trump’s website before Feb. 15 are eligible for three $TRUMP tokens, according to Trump’s official memecoin website, in pursuit of the goal to “create the Biggest, Strongest Crypto Community the World has ever experienced.”
However, there is some fine print. His website specifies that only purchases of a few expensive products are eligible for the tokens including Trump-branded watches, fragrances, digital trading cards, and golden sneakers. Airdrop participants can access their reward through March 1 using the email used to purchase the products. The reward will be redeemed through what is known as a token airdrop, in which tokens are directly deposited into each participant’s crypto wallet.

The ad campaign is running both domestically and internationally. The international campaign is telling people not to try to come to the country illegally. Part of the domestic campaign is a focus on self-deportation of illegals already in the country.

She’s just building her own brand with the taxpayer dollar. Obviously.

In my opinion, the multi million $'s money spent on (again, my opinion) useless ads, could be spent to:
hiring
equipment
training
etc.
Or, just dont spend it and reduce government waste.Since the election, I was in Laos, Thailand, Japan, Taiwan, and US. President Trump was big news in every country, along with his thoughts and announcements on immigration. I doubt I could find a single person who would see the ad and be surprised. "Really? President Trump is going to crack down on immigration? I had no idea!"

She’s going to fix that, at least in the US, with taxpayer dollars.

And the complain would be justified if the old rope still works as acquiring the new rope would be mere waste of funds. More so if the new rope is stenciled with Ms. Noem’s name or initials.
