I think that they do get tickets. However, I also think that the tickets go the appropriate embassy or consulate and there is no way to collect if the embassy does not pay or does not want to pay.

I think the hangup with diplomat plates is that they still get the citations, but they're sent to a special part of the state department that historically did nothing with them. At least I'm pretty sure that's how it used to work (and perhaps still does).

It’s quite possible that the bicyclist jotted down the number without noting whether it was a DC or Diplomat plates. Both are white with blue and red trim.
