There are reasons other than money that people prefer working to collecting unemployment. Pride; setting a good example for their children; following Gandhi's rule to "be the change you want to see".
But for the store guy to assert that "nobody wants to work", this prevents him from admitting he's doing something wrong. Or, if he disapproves of unemployment benefits, "not finding" anybody who wants to work protects him from having to admit he's wrong. Some people will go down in flames before admitting to a mistake.

Is the math too difficult?
How about 10% below weekly takehome pay, to be figured out when filing taxes?
Make it obvious: you cannot get a government check that exceeds takehome pay, because you WILL pay it back. People lots smarter than me could figure this out.
