Uh, no.
What it amounts to, is a mostly procedural role. The President of the Senate can affect everday things like the scheduling of debate and votes. As such he's controlling the flow of the Senate. The only time Vance could vote, would be to break a tie.
Regardless of Ax wishing to project a state of pusillanimous jellyfish spines on the Republican Senate majority, I think many in that body have had enough. Witness some of the mutterings over The Turtle's latest power play.
