          If you’ve driven much in WV, you’ll know that their definition of drivable roads probably don’t match what the good governor of North Carolina considers driveable.

            I have driven more than a fair amount in WV. I find their roads to be fine as far as state highways. In any event, passable is much better than impassable.

                I think the miscommunication here is not so much the definition of "passable," but the definition of "road."

                  True. I’ve been on a few that I would define more as a goat trail with wheel ruts.

                    When I was growing up, if you wanted weekend plans, that's just what you put up with. Fire roads and double-track.

                    I remember one going up to Dolly Sods being particularly gnarly. It was nice and dry in the afternoon, hadn't rained for days and that road was just a lake of mud. It made absolutely no sense it was that muddy. Park ranger said it's just always like that.
