From what I gather, these were a significantly higher level of threat than before, and no missile attack should ever be excused away because it was unsuccessful.

By the way, do we know what the official name of the pager operation was? I vote for Operation: Reach Out & Touch Someone…

If the attack is "just for show", then the retaliation may also be likewise. Each "look good" domestically, but World War III is avoided anyway.
