I hope you're not presuming that the baseline happiness index was positive prior to the shutdowns.
Also, part of the economic problem lies in businesses being completely unwilling to adapt to this year's changes. If enough people get sick and the refrigeration trucks start showing up at local hospitals, folks will take it upon themselves to stay home and backward businesses will fail anyway, no government intervention needed. This has already happened in many areas.
