Homelessness has been around probably forever. Not sure it will ever be solved. For me, and with only a few data points, it is being hidden better (e.g. Los Angeles) more recently.
I think one of reasons it is more "visible" is that news is now instantaneous. Even 15 or 20 years ago, pictures, etc. did not spread as quickly. So, I am not sure there has been a "step change" in the number of homeless, but it has been easier to learn it and see it via the various social media.
