Good solution. I’ll bet it wasn’t worth it to them to lose their Walmart privileges.

Maybe Walmart has a system on its registers that beeps when a miscreant goes to pay for his stuff -- unless he uses cash. They might give a beep when a bad check guy tries to pass a check; maybe they can enter the names of people like this also.
