Competing at high level sports is expensive, plus access is tough.
Even though India population is 4x more than the US, I am guess that the number of citizens able to afford training, travel, etc is less than US. No sports academies in India like they have in China. Probably some cultural reasons also.

People in developing countries prioritize basic needs.
Sports is more “entertainment” than “basic needs.”
Unless that developing country has a autocratic government that wants to emphasize athletic achievements, the people by themselves are inclined to focus on basic needs. -
I’m guessing the most popular sports in India aren’t Olympic. Apparently cricket is going to be featured in 2028.
