Such people are legion online. Mostly younger folk who, I guess, see little prospect for themselves in western capitalist economies.

I had a friend who worked in pension planning and they said that kind of person does exist, and they actually try to persuade them that they do need to spend more, because 'better safe than sorry' can become a bit of an obsession.
