Voluntary mandatory is the noun of the passive verb “voluntold”.

Example:

The employees were voluntold by management that all staff would actively participate in the company’s United Way fund raising campaign.

Yeah, the fact that there's no letterhead makes it likely to be fake.

Looking around it seems that this is, as Ax pointed out, not real.

It's appeared on several "joke" sites.
