Watching it, it seems after a couple of shots, there must be a way of pausing and re-assessing the threat but I’m not sure if you can train a person who’s adrenaline is pumping to change frame of mind in an instant. If you can train a person to not have adrenaline pumping at all it would seem like you just made a cold calculating killer.

Cops are trained to negate the threat. That means the threat goes down, no matter how many shots it takes.
Cops (and anybody else for that matter) are taught to shoot center mass. Fine motor skills go in the dumper in the middle of a high adrenaline situation and you want the biggest target you can get. The only exception would be if you suspect body armor, then you aim for the head.
