Maybe we just prohibit on premise alcohol, or limit patrons to one drink per hour. I guess I'd like to know how many fatalities and injuries resulted from levels below .08. All levels, really. My suspicion is they are pretty low.

I don't think it's the specific number of BAC but the attitude of quite a few people towards drinking and driving that's the main problem.
Maybe if the level is lower, people are going to be less likely to have a second or third drink because they don't want to risk failing the breathalyzer.

Saudi Arabia and Somalia are both 0%
