I don't know how they do it in New York, but down here the church and the funeral directors are very aware of the aspects of a funeral service. And I've seen cops take out and arrest people at a funeral.
St.Patrick's apology does not hold water. Somebody had knowledge within the church and went ahead with this sacrilege.

Then the question becomes whether the “someone” who had that knowledge has the power or is obligated to act based on that knowledge.
