I wonder if this is primarily due to an increase in the number of rapes or whether there is an increasing willingness to report it.

I don't think you can really pin the blame the upsurge on gun control. There hasn't been significant gun ownership in the UK since the end of WW2, and handguns have been illegal since 1997. To put that into perspective, I don't personally know a single British person who ever owned a personal handgun.
As far as foreign imports go, I was told Brexit would take care of that. Apparently, they lied. To be honest, I don't know what the stats are for migrants committing these offences. I'm sure the people who don't like immigration will say one thing, and others will say another.

It was also before the big increase in reported rapes.
The Daily Express was well known for being virulently pro-Brexit, and anti-immigrant. I'm not saying the stats aren't true, but you've got to consider the source.
It wouldn't surprise me if this was at least partially connected to people coming in from the Middle East and elsewhere. There's also a fair amount of criminality amongst people coming in from Eastern Europe.

No, I don't think so. There is a long history of the justice system not taking reports of it seriously, and victims being subjected to really unpleasant questioning. I believe this may have changed somewhat of late, which is why I asked the question about a willingness to report the offence.
