It was a made in Russia conspiracy theory that came out of the Glasnost era and picked up by none other than Vladimir Zhirinovsky and other Russian nationalist nutters in the 90s. The story at that time was that it was originally a 100 year lease agreement that the US reneged on after the Revolution. Most sensible people didn’t believe although I did encounter a few who truly believed it. When I asked why it was never part of Stalin’s discussions with FDR or a topic in any subsequent bilateral agreements between the USSR and the US they, of course, had no answer.
I had heard it resurfaced again recently over the sanctions and war in Ukraine.
Like any deep state conspiracy theory you read about here in TNCR this story is nothing more than idle coffee and donut shop gossip. In this case, pirozhki i chai stolovaya gossip.
