No Buses in Chicago

Apparently, Chicago's mayor is realizing that "sanctuary" is only a sometimes term. When it gets too crowded, it becomes a problem.
He's pissed at Texas Gov. Abbott sending buses to Chicago, so he muscled through an ordinance that is designed to prevent buses from dropping these "migrants" off in the city - fines and impoundment.
So, instead, the buses are dropping migrants off in the 'burbs. From the suburbs, they board a commuter train into the city and then it's once again, Chicago's problem. Several suburbs have enacted similar restrictions, but not all.
It's funny how the number of buses (87) has made it a crisis - a bus carries, what, 60 people? So a total of about 550 migrants has broken the city's back, whereas the other 22K migrants delivered by the Biden administration has nothing to do with it.
However, there's a legal question here. By what law does the mayor of a city derive the right to restrict travel? Sounds unconstitutional to me.
