Yeah, somewhat.

It doesn't have much to do with the shape of the toilet, though. It's simply a matter of hygiene. Ever smelled on your trousers after doing a non-"Sitzpinkeln"?

But it's not relevant for public toilets in restaurants and so forth. There, they have urinals. "Sitzpinkeln" is only relevant in a private context in bathrooms w/o urinals.
