The Chinese fighter has his air brake deployed. Obviously in an effort to slow down and match speed with the BUFF.
It's thermal, so despite the appearance, I think he was using military power, not AB.
Then when they crash into a US (or Taiwanese or Philippine, or etc) plane or ship, they will then blame the other side.
