I think for sure, decline is going to happen, whether it is a product, company, sports team, country, etc. If you stretch the timeline out long enough, it is pretty much impossible to stay on top.
And it actually, may not be a true decline, it is just the fact that others have caught up and gotten better. Doesn't mean that the product, company, etc has gotten worse.

What replaces it? Some civilized Star Trek utopia where evil entities around the world drop their fighting and seek to better themselves? Okay, so if that's ridiculous then you're talking about a very strong intelligence and military network, and quite frankly Europe is all kinds of not up to the job at this point.

Why the author brings up only Rome's decline?
Surely there have been many other declines of other nation-states.
Could it be that Rome's decline is the only nation-state decline that the author has some familiarity with?
Maybe the author should read more history.
