To say that “continued military operations” are a red line is basically giving them an ultimatum to cease hostilities.

That’s how I read it as well. I understand also that in the last 12 hours Israeli jets air struck Aleppo airport in Syria. A good thing that the 2nd USN Carrier Group is en route.
This is shaping up to be a multiple party hot one. -
True, by postponing 36 hours they’ll avoid a nasty Russian winter in Gaza City.
Actually I imagine they’re postponing for humanitarian reasons (it’s hard to evacuate 1MM people in a day along two roads) but don’t want to say as much.
