Not really related, but maybe a little. One of things I have noticed that is bad (but I am not sure how to fix) about public service budgets is that they are all usually "use it or lose it". There is no real incentive to save or do long term project planning.
Because, if you do not use your budget, the next year you will probably get less. So, there is mentality that you had better spend all your money each and every year, even if you don't have much to buy or really need it.
This is not unique to the US. Pretty much happens world wide.
