Jefferson was scribbling changes to the document until literally the last second, in an anteroom.
I think it was probably a good idea that the above was deleted.

Reading a book about the relationship between Geo. Washington and Benedict Arnold - or maybe it was from Googling stuff while watching Hamilton last night - but was reading about British efforts to offer freedom to slaves if they would fight for the British cause.
So, this doesn't surprise me.
