I'm sorry, but asking an electronics engineer to opine on building materials is like asking a brain surgeon to perform your colonoscopy.
However, I'm guessing most of the buildings were built in the 60's and 70's on the cheap, and before the hazards were known about.
Joking aside, I do work with a bunch of guys who work with building materials, so I'll ask them about it if I get the opportunity to drag them away from their crayoning.

Everything I know about concrete, I learned from the great Tom Hardy movie Locke. Which is to say, I'm a world's leading expert. I'll weigh in on this thread when I have time tomorrow. I need to make some phone calls first, to my concrete people.
