"will save consumers $11 billion yearly"
That's about 2% of the original student debt forgiveness that was proposed.
Just for perspective.

My nephew, 31, has not filed taxes in the last five years. maybe never. His girlfriend made him get caught up, and instead of getting penalties he got around $5K in Covid funds he would have been entitled to if he had filed. Why in h-e-double toothpicks are we still handing tat out? The pandemic has been over for a year now. We should be clawing back those funds still out there.

Is there a difference between money at the beginning of the pandemic and money given out when the pandemic is just about over?
