I believe that they did this when they first started to control the opium fields back around 2000. At that time (before fentanyl), there was just a huge increase in the price of heroin, etc.
I think they reversed the ban after they saw the money they could make from a cut of the sales.

This reminds me of the story about Colombia cultivating roses as a cash crop for export. At the time I belonged to Mercola's list. I was about to quit anyway, and did so when he complained about pesticide use or something connected to this. I was like, for christ sake, they're trying to wean off of coca, give them a break.
I don't know what became of the roses experiment.
