    With a new mayor having solved all of the other issues, an alderman alderperson proposes some new legislation.

    I can just see it, all those Chicago cops walking between the lanes of the Dan Ryan expressway issuing tickets at 5:30 PM.

          But it's still Idiocy. How in the world would you enforce it?

              Yes, they do it. It creates more wear on the rings. In engines with direct injection, it creates more carbon buildup. Both lead to increased oil consumption, and oil being burned and blown out the exhaust. And finally, premature engine failure.
