Apparently you think no one had insurance before Obama care came on the scene.
How about replacing it with nothing? How about getting government out of the way altogether and allow insurance companies to compete?

There are 8.3 million Obamacare subscribers , less than 3% of the US population.
You cannot be turned for this health insurance.
If you want a health insurance policy and can not afford one the government will buy it for you from a participating insurance company, at no cost to you.
There is more than one republican replacement plan. These replacements generally offer some less expensive plans for people who don't need the more expensive obamacare plans. They also give relief from other restrictions.
The opposition love to repeat over and over that the republicans offer no alternative.
They have offered many alternatives and continue to do so. These can be found easily with google.

I go on Medicare in a month, but MFR's COBRA runs out the end of this year, so we need a policy for her for another 18 months. Working with a guy now who says even the cheapest Obamacare plans would be more than the $750 per head we are paying today. We're looking into other alternatives he thinks will be a lot cheaper since she is in very good health.

I did not realize it was such a small percentage of the population. If this is the case, I would not think it would be the cause of high insurance rates. How could this be the "driver" for the other 97% of the rates?
It seems an large amount of time/effort/talk/discussion/arguements/etc is being wasted then.
Leave ACA alone, let the 3% continue to have it and focus the efforts where it is needed (on both sides).

People over 65 years old use Medicare, a government program.
About 27 million are uninsured. For the most part, this means they don't want health insurance because if they can't afford it the government will buy it for them. You can debate what is affordable.
The rest generally buy private insurance, either by paying out of their own pocket or by sharing the cost with an employer.
And of course if you have the money you can just pay for healthcare out of your pocket.
And of course if you are young and healthy you might not consume healthcare at all. I went for decades without paying for any healthcare except may a few dentist visits.
I think a lot of the time/effort/talk/discussion/arguments/etc is just political rhetoric.
