The Solar Panels to Nowhere

Something doesn't seem right with this statement
"Nearly 1,300 gigawatts worth of green energy projects, for example, are waiting to be connected to power, according to a recent Lawrence Berkeley National Laboratory report. The country's entire electric grid has an installed power capacity of just 1,250 gigawatts."
So, that total of WAITING projects is greater than the current TOTAL electric capacity in the US? That seems hard to believe, but maybe I am reading it wrong. Why all of a sudden would the US need DOUBLE the electric capacity?

It's probably a goof.
The point that's interesting, is that there are panels on roofs, paid for with tax credits, that are generating nothing.
