There probably are too many red tapes and too many restrictions on child labor, restrictions that are left over from a bygone era, restrictions that may not be sensible with today's technology.
The tone of the article is negative towards most of these attempts at reforming child labor laws, and perhaps they are right to criticize some of the efforts that seem to open the door to exploitation and abuse.
But sensible reform of child labor laws will come down to practical specifics rather than ideology.
