Not enough.
Remember years ago when they had the idea to tax luxury yachts? Raised a pittance and destroyed the U.S. yacht building business, putting all those working class guys out of a job. Was a boon to small shipyards elsewhere, particularly in Italy.

Still, we practice hydraulic engineering and build dams, canals, channels, levees, aqueducts, sewers, irrigation systems, etc. to direct the water to where we want it. Ditto money with tax, fiscal, monetary, and economic policies.
