The one on kickoffs is dumb. Why not just eliminate the kickoff entirely if you're going to do that.
Maybe the one on punts makes a little bit of sense. I don't know.
The rest of them are, I suppose, aimed at bad ref calls. It just seems s\like they keep monkeying with the game.

The fair catch on kickoff would be similar to the college rule. The touchback on a punt places the ball on the 25, same as what is done on a kickoff touchback.
The 4th and 20 proposal was lifted directly from the XFL rulebook.
Kickoffs and punts create some of the more exciting plays in football. They also create some of the biggest collisions. I suspect the NFLPA is driving some of this, but it will change the nature of the game. Sean Payton, Bill Parcells and Bill Belichek have won a lot of games by emphasizing special teams.
Lastly, the NFL needs to adopt an eye-in-the-sky replay official. It's been shown to work and can negate some of the truly bad calls. Ever since the NOLA-NoCall, Saints fans have been screaming for a replay official.
