I saw this earlier. It seems bizarre, but on the other hand, plausible given Putin’s distorted world view. On the other hand, it may have been conceived as a part of the maskirovka in the lead up to the invasion of Ukraine.

If they didn't already occupy the Kurils it might make more sense. But yeah, it might have been a ruse to make the US move more resources toward that area.
