The paper the people are holding up are blank. A passive resistance to the government. No one can accuse them of writing bad things.
Mainland china does not have twitter, but on the equivalent "Weibo", there was a hashtag #blankwhitepaper that was going around. That has since been censored and not allowed.

@jon-nyc The question is can President Xi hold the COVID policies long enough for this to happen. He is too far gone into it to gracefully back down now.
To answer my own question - he can hold the COVID policies as long as he wants I think. With the recent 5 year party congress, he has even a more iron grip on the government.
