There was something similar during another world sporting event.
Definitely cultural. Go around Tokyo, and you almost see no garbage around. Not sure why other countries cannot be like that.

I enjoyed my visit to Japan. One can leave a laptop on the table while you go to refill your drink - and there's no need to worry about the laptop disappearing.

I see it as an example of respect for both rights and responsibilities. Could use a bit of it here.
