How does the Daily Mail suppose most leaders operate - just wing it?
More tip-top journalism from everybody's favourite outhouse supplier.

It is very very common. I (in a small way) had to help prepare for a visit of a high official.
In addition to talking point notes on various topics (for example, if economy was talked about, look at points 1,2,3, etc. If new oil refinery decision, look at points 4,5,6, etc.)
we had to plot out the visit at 15 minute intervals.
You will be meeting with Minster So and So.
1000 - Enter hall. Courtesy is to enter from the left, shake hands, get picture, sit on his right. Discuss XX, make sure to mention YY
1010 - Signal from aide, begin to "wrap up"
1015 - Stand up, shake hands, aide will escort you through door on right to car
1020 - 1035 transport to Hall of Energy.
etc etcI would think that for the US president, it is even more designed.
