I can understand why they use the U-3. I think it would be somewhat hard to accurately measure underemployment.

"I think I should be CEO of Fortune 100 company, but I am stuck making hamburger at McDonald!"

But I agree that the U-6 would be more accurate. It probably is 2-3% higher than U-3 on normal.
