These type of things are not new. I am guessing that the CCP (and even Taiwan) has had organizations like this in place for 40 years or more.
Typically in Chinatowns, a lot of the immigrants there are illegal, and there have always been "community organizations" that help these people, outside the normal US authorities, who the immigrants don't trust. Some of these organizations have "unofficial" links to governments of other countries.
The mainland Chinese may be becoming a bit more obvious, and that it why they were found out.
