That is so sad.
Very familiar with that area. Itaewon was where the US 8th Army was HQ. Right in the middle of Seoul. They had quite a large area, and after some very long negotiations, the 8th Army moved about an hour south of Seoul city.
Itaewon was always a very popular pub/restaurant area, especially because of at first, all the US soldiers. (The US Army even had a map showing which bars were "off limits", and if you got caught there while in the Army, you could get in trouble. Most of the "off limit" bars were in an area called "Hookers Hill".). Anyway, a lot of small twisty streets.
Even after the Army left, it still remained a very popular area with young people.
