@Klaus the defensive player (the one who catches the ball) has to "tag" - physically touch - the baserunner before the baserunner reaches the base. No tag means he's "safe" and he can occupy that base.

You can force out, though, if the bases are full behind him, just by touching the bag. Which he also didn't do.

According to Twitter comments, the pitch was ball four. Runner was given the base anyway thus the defense gave up on the tag.
