...you have to be a serious hobbyist to throw that kind of cash, whatever it is, into a car that you'd drive for about 10 days a year in Chicago.

It might be older, but you can find a base manual Miata (which is probably what you want) with 70-80,000 miles for eight thousand, give or take. Then you have the cost of the kit.
