I am always amazed how quickly and eagerly American police men pull out handcuffs. The guy is an asshole, but there is no reason to assume he’s a threat.

Maybe. But why is it protocol? The police should treat people, including criminals, with dignity. Responses should be proportional to the situation and the threat. I'm sure there have been a few cases where policemen lost their life because they didn't handcuff somebody, but most other countries are willing to pay that price, and for good reason.
