Time to end the imperial presidency

He's wrong about the football. There won't be time for conference, consultation and consensus. In many situations, it becomes a NOW issue. The POTUS is the head of the military. That call is his.
Now, as to declaration of war, that's the purview if Congress. It would also behoove Congress to be more involved in budgeting for individual agencies. Nothing like keeping bureaucrats in line by cutting their money.
But I want to give the POTUS more power in one regard. I want the line item veto.
And for Congress, I want a balanced budget amendment.
Lastly, I want an age cap on the federal judiciary. I don't think people in their 80's should be sitting on the bench.

I agree with #1 and #3 above for sure.
Dont know enough about #2, but seems to make sense. If a house is expected to keep their budget inputs/outputs balanced, then why not government. The only thing I would say is that the balanced budget should be on more than a 1 year cycle. Getting a budget and forcing you to spend in in that year or lose it does not work all the time in my thinking. Maybe have a 5 year cycle or something like that.

You can set it up as you wish, as long as it can't be fudged or the can kicked down the road. There will be exceptions for war, etc.
