As a German, you probably think there's a big difference between the two. But from an outside perspective, we have clarity that half the people are in the countryside of Bavaria, and half the people aren't. We think it's sort of silly that they consider themselves "different" in any meaningful way. It's just two handfuls of identical Germans when you think about it.
