I'd imagine that maintenance would be challenging.

The company was able to generate around 100 kilowatts of stable power. During future tests, IHI Corp is hoping to generate two megawatts

Cursory search says that a coal-fired plant produces about 75MW.

I suspect these would be anchored in banks. My biggest concern would be saltwater corrosion.
